Imerian army has both political and military control. The Grand Marshall is the emperor himself and the totality of the officers , the most important charges and some of the elite units and specialists are high-statement citizens. The most of the soliders are from the low statement and are there simply because they didn't have a chance or due media manipulation and brain-washing.

Anyways, the Imerian one is a huge, prepared and powerful army, maybe even more than the Malvian legions. A big an powerful nation can offer high technology and a huge ammount of resources. That makes it a fearsome rival for anyone or anything in its way.
